Cash Collection Consultancy.
The London Borough of Newham, like the majority of local authorities, collects Rent and Council Tax via a Cash Collection Agency with the use of a card issued to the citizen.
The contract for the supply of the cash collection service was due for renewal and the council was aware that there had been changes in the market but was unsure how those changes would impact their revenue collection. Consulting Smart was invited to provide consultancy and advice on the possible options for the choice of Cash Collection Agency and also the type of service and card technology.
Consulting Smart appointed a consultant to research recent developments in the cash collection arena and produce a report with recommendations on how best the council could take advantage of those developments given the aggressive timescales driven by the end of the contract in place at the time.
The consultant first developed an understanding of the existing solution and gathered the high-level requirements and constraints.
After researching the leading 4 cash collection service providers and the options available it became quickly apparent, that despite significant efficiency gains and cost savings that the council could realise by choosing an innovative solution, extending the existing solution was the most appropriate solution. This enabled the council to spend more time specifying a set of requirements with which to use as a more stable base for solution selection.
Our Clients Results
The council was happy that the correct decision had been made given the time and resources available. They did however but have pledged to allow more time for a contract review when the extension was over.
