Citizens Card Scheme – Phase 1 Business Case.

The Assignment

 

 

As part of a wider modernisation programme, the council took the decision to use smartcard technology as a channel for delivering some council services direct to the citizen.

As a proof of concept, it was decided that Staff ID and Access would be the first phase. The scope was to issue cards to 4000 personnel for ID and access to the Civic Centre. The existing access management system was to remain but the token technology changed from proximity to Mifare contactless with a 4k card.

Our Involvement

One of our senior consultants was assigned the task of producing a positive business case for first-stage investment approval by the Cabinet.

 

 

Our Approach

The consultant established the high-level requirements for ID and Access, conducted a site survey of the buildings then engaged with the incumbent supplier of the Access Control System and potential partners for other components of the solution to identify costs, risks and interoperability issues.

After conducting supplier analysis and negotiating the best prices the consultant delivered a business case that showed some cost efficiencies but moreover provided a foundation from which the wider Residents Card could be launched.

 

Our Clients Results

The business case was well received by the Cabinet which gave it it’s full backing.

Consulting Smart was retained to conduct some follow-up work and invited to tender for the delivery of Phase 1.
