Citizens Card Scheme Design

The Assignment

 

 

A Cambridgeshire County Council was preparing to launch a local authority issued multi-application smartcard scheme.

The original requirement was to strategically plan the Concept and Feasibility phase and then to produce the Scheme Business Cases, Scheme Structure and recommended Project and Implementation plans.

Our Involvement

A Consulting Smart consultant with Smartcard expertise in local government was appointed as senior member of the programme team. The consultant was responsible for the designing the whole Smartcard Scheme including on card technology a Card Management System and Stakeholder Management Plan.

 

 

Our Approach

A research project was created to investigate existing, pilot and planned schemes of a similar nature. The output from this project was a Findings Report, which included an indicative Scheme Design complete with a unique card community structure, was used to initially scope the scheme.

Business Cases were developed for each of the participants- Service Providers, Scheme Operator, Scheme Sponsor and Application Providers. This proved feasibility and also secured buy-in, and funding, from both public and private sector organisations

Finally, outline project plans were produced with key milestones, gate reviews, high-level assumption log, high level risk register and estimated timings. These were used to benchmark the ITT Responses

 

Our Clients Results

The Build phase of the project was launched smoothly and in a controlled manner with first class synergies between vendors, participants and the authority.
